1989 70 HP Johnson electrical issue?

was cranking the motor earlier to get it ready for boating season, and can't get it to turn over now. Had it starting and running for a short amt of time, now it won't turn over at all. it's a Johnson Mod J70TLCEM w the VRO oil injection. batteries are charged, fuel available, when you hit the key the voltmeter drops off below 8 clicks and then nothing. maybe a fuse? loose wire? any ides where to start? thanks in advance--
 
a little more info--my boat has 2 batteries with a switch to change from 1, 2, or both. Also I have a 9.9 kicker with separate controls that starts and runs ok off the same batteries. late last year I had the head gasket replaced and didn't run it --put it in storage for the winter. this is the first time I tried starting after the repairs. it was cranking ok but was difficult to get to stay running. It would fire and then stall out. After doing this a number of times it developed the issue. my initial thought was solenoid, any others?
