Clearly you best bet is to just drive it on land.

When in the water the engine has to push all the water that is inside the exhaust system out of the way. This is known as back pressure. The engine has to work to overcome this resistance before it gets going. It could be that you need nothing more than a tune up to get better starting performance.
 
after the engine gets running does it have power. can you get up to plane fast. ???

if the engine has power , check for proper choke operation.

poor start can be restricted exhaust/choke/bad points/weak spark/plug wires/distrib cap/coil voltage when cranking low.

so what tests have you done so far ?
