1989 4hp red shut off button

"OK, just got this engine. It is model J4RDHCEC. Clean as can be. But, I have no clue about the shut off button and the adjustable collar that is around the red button. OK, I know that there is suppose to be a clip to hold the button out. I do not have that clip. DO I need it to start the engine? Also, what is that piece around the button? It turns like 360 degrees and clicks about every quarter turn. I have tried to buy an owners manual but they show 2 different ones here and I have no clue which one I need. An clues there as well. Any help will be greatly appreciated. Thanks You very much, Bud"

The collar around the red button is probably to adjust idle speed.
