1989 25HP Mercury does not have full power over half throttle

I have a 1989 25HP Mercury. Motor runs great at idle and anything under half throttle. I have checked spark plugs, fuel filter, gas hose, and fuel tank. Any ideas on what I should check next? Carburetor? Any help would be appreciated.

I'd go to the carb. I have an '87 25HP and had similar issues and cleaning the carb cleared them up. Mine had a dead spot in the throttle. The carb is really easy to clean so it's a quick way to rule it out. What happens over half throttle? Does it run rough or just die?
 
After half throttle it will just bog down. If I pump the ball some it will return to full power. It does not ever die.

If it is sucking the line/ bulb dry I would check your tank and hose connections. I had an old merc that had a rotted fuel Pick up tube in the tank and it gave the same symptoms. Work your way from inside the tank, to the tank hose connections, check the hose, and the hose to motor connection. Most likely a pick up tube or an air leak before the primer bulb.

I am no outboard mechanic but that is what I would be checking.
