1989 25 HP lower unit install question

Attached part was sticking out where the shift shaft goes.
Where should its final resting spot be, way up on the shaft, or down low?
Seloc manual blows for this engine. I think it was published before the engine was built.

Lower unit fluid looks OK.

Also is there a drive shaft o-ring?
There is a groove, but one didn't come out.
 
Looks like the boot for the lower shift shaft on a Mariner. On a Mariner it goes on the lower shift shaft, down inside the well in the LU where the shift shaft cam is inserted. It's installed on the lower shift shaft and pushed down into place as the lower shift shaft is inserted into the LU. If it's not a Mariner, I don't know.
