1989 225 HP Johnson - Horsepower problem

Have disabled and removed the VRO application, replaced stator, flywheel magnets, powerpack, voltage regulator, put on a new electric fuel pump, and replaced the spark plugs. When running the motor on the water it doesn't get up to full horsepower at full throttle. In fact, we are getting less than half the power we're supposed to. Has anyone had the same problems? Have had this problem before putting in the new stator, voltage regulator, fuel pump, and stator. Could this mean a new timer base is in order? Or is there a possibility that disabling the VRO has something to do with it? Any help would be greatly appreciated!
 
timer base tells the switchbox when to fire, check the timing to see if it's right and mostly it is. I would pump the fuel bulb when going full power, if the motor rpm/speed increases it the fuel pump. Take a spray bottle with 50:1 fuel/oil, with the motor running, spray it into the #1 carb, if the rpms increase the carb is lean, if it bogs down it's fat, if nothing happens it's adjusted right. do all six carbs and adj as required. make sure you do not go lean on the carbs.

Both of my engines ran like $%^&. Both were rebuilt by a local "pro-shop." I did the link/sync procedure in the factory manual. The "pro" had the timing set so far off that I thought I was reading the manual wrong. I followed the manual, and now both engines scream. I would check the link & sync, and especially look for gummed timer base, or other timing issues.
 
you may have a carb issue, try the troubleshooting methods in the above posts. When was the last time you had the carbs re-built? Do you run Ethanol blended gas?
