1989 15 HP mercury QUESTIONS

I have a 1989 15 hp mercury, pull start, tiller handle, etc. etc. Apparently there is some kind of injection or primer feature on the choke and idle knob. The guy i bought it from showed me but i cant seem to remember and i would like to know its function. I believe you pull it out and push it in a number of times. If anyone has any info it would be greatly appreciated.

Also some advice on where to purchase a carb kit or the equivalent for this motor ( i'm looking to do a tune up) and by chance does anyone know if electric start can be added to this motor. Thanks for the help. feel free to ask questions if you need more info.
 
Electric start kits are available.--------------An owners manual would be the way to get the " starting instructions "
 
The "choke" is actually an enrichening device. It sends raw gas to the motor to speed up starting. You need the throttle to be fairly low for it to work, however, unlike other Mercs that like lots of throttle to cold start.
