1988 mercury classic fifty 45 hp electric choke adjustment

hello, i have a 1988 mercury classic fifty engine and im having trouble with the electric chokes not completely
closing when i push in on the key to start. if the cover is off the engine i can pull up on the manual choke and close
them all the way upon starting and it fires right up. is their a way that anyone knows how to make the necessary adjustment?

Sounds to me like your solenoid is weak from age.
