When cold my oil pressure is i

When cold my oil pressure is in the green about 30psi but as the engine warms up to operating temp. Oil pressure drops to 18-20psi. Gauge is always bouncy. replaced gauge but same pressure readings.
Is this normal?
 
My oil pressure runs around 40

My oil pressure runs around 40psi. at operating temp at 3000 RPM's. I have a 03' 3.0L Merc.

I replaced the sending unit. It did take care of the problem.
