1988 Mariner 135 low idle problem

can someone tell me what this is? I just got this boat from an guy and took it out for the first time today and had problems with it running at low idle. when I opened her up she ran fine but when I was going through no wake area It would cut off. when I returned home I found this piece where the two small wires on the side had one nut missing and the other one was loose. Could that have been my problem? Thank You
 
That is not the problem.----I believe that is the solenoid for tilting the motor up.----Do a compression test on it.----Is the oil injection in service, yes or no ?

....... The oil injection stuff has been removed and he has been putting the oil in the gas at 50:1 ratio. The boat was gone through and redone by a boat shop last year so compression I would think be ok. It ran like a champ at full throttle.
 
Some will argue-----A compression test is the first thing to do on a motor that is having issues.---If that is OK then do more testing on ignition ETC, ETC.

On this yr and model motor the idle can be adjusted usually by a stop screw. With the cowling off, air/spark arrestor off, you should be able to see the carbs and the linkages too the carbs. You should see if you move the throttle linkage manually with your hand with the motor off completely you should see where it actually stops at on the linkage that stop should have a screw on it showing that you can either adjust it backwards or forwards and that would bring your RPM either up or down.

I adjusted the stop screw and it idles fine now, thank you. Now I have another question as I am kind of new to boat motors, car motors I can tear down and rebuild with no problem. this motor has a low water pick up cone on it and I noticed the previous person put a bolt in the (excuse me if this is not the correct terminology) pee hole where the water should come out. is this the way it should be with this set up or not?

You should probably send a picture of which "pee hole" you're talking about. If it's the one I'm thinking you're talking about it's the one that's the indicator pisser that's on the mid-section or the very bottom of your powerhead cowling. Does your motor ever overheat? When was the last time the water pump was on? The simple answer is no it shouldn't have anything plugging that indicator hole but again send me a few pictures and I'll be able to tell you.
