1988 mariner 115 hp power trim

need help installed a used trim motor and when i push the bottom up or down i hear the pump moving but the motor does not go up or down the latch that holds the motor up is down.... does the pin that hold the hydrolic shaft need to be in a certian position or could it go in anyway?? also about how much fluid should go in the unit cause i put about 12 fluid onces???
