1988 50hp Evinrude won't start

Just got the boat the other day and have no idea how long it has been setting up. It is a 50 horse 1988 Evinrude VRO oil injected. It will turn over and i know i am not suppose to but yes i did spray starting fluid in it twice. It ran both times that way. I can see the new fuel in the filter but it just sounds like it is not getting to the crabs..... any help?
 
The carburetors are fouled due to sitting, a common problem.

Remove, clean, and rebuild the carburetors. There is a brass high speed jet in the bottom center portion of the float chamber... be sure to clean that jet manually and carefully with a piece of single strand steel wire.
