1988 48SPL Flooding

Have 48SPL that continues to flood. I have rebuilt the carbs, replaced fuel pump, fuel line/bulb. When it is first started, it runs great. After stopping and starting several times, it floods and will not start. Is it possible that the electric choke solenoid is faulty and is allowing fuel blowby to fill the carbs. The bottom of the motor housing will be wet with excess gas. I do not find any leaks anywhere.

sounds like an issue with the float. Check if it's sticking and seating properly. Take carb off, turn it around and blow into the fuel inlet to check if it doesnt seat properly.
 
The electric primer is a valve that opens when you push the key in.----It DOES NOT put fuel into the carburetor bowls.--It sprays fuel into the back of the carburetor throat for starting.------Is the red lever in the run position , yes , no or not sure.----Easy to test if solenoid is working.----Pull the wee hose of the carburetor when motor is running.----No fuel should come out.-----What type of fuel tank do you have ?----How did you determine that the motor is in fact flooding ?
 
When attempting to restart, the motor smokes excessively, and have to lift the idle speed lever to get it to start. The fuel is new, ethanol free. The spark arrestor/carb cover is soaking wet when this happens, and the bottom of the housing is wet with gas. I replaced the needles/seats/floats/gaskets with Evinrude parts.

The needle seals when the carb is inverted. I may adjust the float level to a little higher than parallel when inverted to see if that helps. will also see if fuel is blowing out of solenoid hose at carbs when running.
