1988 454 FWC RPM question

I had an alarm sound at the do

I had an alarm sound at the dock on my 1988 Tiara the engines were not running. I assumed it was a high water alarm and when the bilge was dry I decided to start the engines. The oil pressure and temp on both engines is fine. I disconnected the alarm and ran the boat today and it will only go up to 3200 rpms and definately feels sluggish. Could my problem be a possible faulty sensor that limits the RPMS?

What else could it be the fuel

What else could it be the fuel is several months old but it starts up fine runs smmoth just wont develop RPM's. It feels like I am dragging something.

If you haven't run the boa

If you haven't run the boat in several months (or even weeks) you may need a haircut.

It could be an engine issue but before I went too far I would check the bottom for growth.
