1988 35hp Mercury controls

Ok I am trying to put the shift and throttle cable on my 1988 35hp mercury, the shift cable goes on like should and works with the control handle putting the motor into nuetral. Reverse and forward, but when I try to put the throttle cable on the only way the cable will reach to the throttle is if the throttle is pulled back into the full throttle position , so while yhe motor is in neutral and should be at idle the motor is in neutral and cranks up wide open, tried getting more adjustment out of cable but cant. I have goy yo be puttong something on backwards or in the wrong order, please help
 
The shift cable is the first cable that moves when control is moved forward.--After that the throttle cable moves.----------Please check this.
 
Sounds like you have them backwards--very easy to do! Work the idle speed up lever and watch which cable moves; that's ther throttle.
