1988 35hp 2cycle Wont start

OK so I was on the river the other day going bowfishing riding down the river when the motor just shut off. I figured the motor flooded it self like usual and I needed to just let it sit for a bit. But this time it would never crank back up. Every once and while the motor would act like is was about to crank up then didnt. The motor has had problems with running weird recently. Normally whenever I crank the motor it is at a high idle and when put into gear will run like it should at about 25mph. Then every so often I will crank the motor up and it will be idleing lower than normal and when I try to put it at full throttle it doesnt run wide open like it should it will go about 5mph max. I can sometimes work the throttle back and forth and it will correct itself and run right again. I took carb off and cleaned it and put back together and still no luck. My next thing is getting some new spark plugs. I have checked all the stuff I know to check such as fuel getting to carb and compression and spark, but dont know if spark plugs are at fault or not. If anyone could help me out with this I would greatly appreciate it.
 
You need to do a PROPER spark check.---------Spark needs to jump a gap of 3/8" or better on both.------------To me it sounds like weak spark on one cylinder that comes and goes.

The spark plugs for the motor are NGK and dont require any gap. But I did find out that today me and my dad double checked over everything and the boat does not have any fire coming from either one of the coils. When I first tried to crank the motor it actually cranked and ran for a min then shut off, then it cranked again and shut off then wouldnt crank at all. Thats when we checked again to see if it had spark. I find it hard to belive both of the coils are out, but who knows. Im thinking it may be a bad stator or control box.
 
Gapless plugs or ground electrode plugs does not matter !!------On an outboard a good ignition will throw spark across a gap of 3/8" and if it does not do that there is a problem.
