"Ok, Im new to this so bear with me. Ive got an '88 28hp spl that bogs down when throttling up, It used to start fine, but stopped starting and now I have to manually put open the carberator wide open to get it air to start and then it will do low speeds fine. While throttling, midway it will bog down and stop if you dont open up the carb and rev it up, then its fine at full throttle. The engines clean, new battery, new gas tank and line, shouldnt be water in the gas, sparkplugs work, but had moisture on them when i took them out to look, which i was told was a sign of water in the engine. Ive followed the oil mixture given to me in the manual too, I have no idea how to solve this. Ive adjusted the pin above the carberator to give it enough gass, and opened a small box with a little red twisting lever to the left of the carb. but like I said everything looks clean and fine.
