1988 200 evinrude looper

I have a 1988 200 evinrude looper. when i take off it is slugish and my wot is 4500 what would be causing this. I rebuilt carbs and replaced all fuel lines
 
Compression: What are the PSI compression readings of each individual cylinder?

Spark: With the spark plugs removed, the spark should jump a 7/16" with a strong blue lightning like flame, a real SNAP! Does it? Note that the 7/16" gap is important... checking spark by using the spark plugs is a waste of time.

Did you manually clean (and make sure they're clean) the brass high speed jets located in the bottom center portion of the float chambers? If not, do so.
 
I am having the same issues with mine. Didn't seem to have any issues with until I rebuilt my carbs as I noticed floats were sticking open. I don't mean to hijack a post but maybe we could figure this out together. I haven't had time to check mine out this year but I'm going to start with replacing all the fuel lines under the air box. If my spark is weak what would be the culprit. I get a slight stutter at about half throttle and can't get anymore than 4500 rpms out of it. How can I test my ignition components?
 
Well I don't mean to hijack this post. Mybengine is new to me 2years ago. I have a 14.5x23 SS prop. It's is on an 88 stratos 201 pro.
