1988 2.5 hp johnson lower unit

After replacing the fluid in my lower unit on a 1988 johnson 2.5 j3rccm it now seizes up. I can manually move the prop then I pull start it 4-5 times and it seizes up again. The fluid needed to be replaced. Did not have any signes of water. Could I be possibly not getting enough fluid?

You only pulled the two screws> Drain and vent? fluid was lower oil 80-90 weight.You might try to pull the prop and see if anything is in the hub like fishing line anything binding it up.Next would be to get into the lower and inspect.Sounds strange if only the drain and vent screws were removed.
