"Hello this is my first larger

"Hello this is my first larger outboard and I was wondering if there should be an air filter element in the plastic housing bolted on in front of the carbs?

I am also considering decarbing my motor with powertune not because of any problems but because the previous owner never did it and Ive heard its good maintenance. But is it regular maintenance or should it only be performed when theres a driveability issue?

There is no element in there.

There is no element in there. Its just a baffle. I keep Sea Foam in my motor. It does the same thing as powertune plus its a stabalizer.
