1987 Mariner 25hp Throttle Problems

I'm having a difficult time catching up with either throttle or timing. When I set the carburetor throttle cam to the line my timing is off. If I set the timing and leave the throttle rod link off, the carburetor throttle cam is too far advanced from the line. seems to be no happy medium. Already been through the carb, disassembled and cleaned...keep running in to a brick wall with this.
