1987 Johnson Evinrude 28hp enigne wont run

okay so I am going to just first point out that I have no mechanical experience with motors ( so please talk "dumb" to me) and that I am just trying to see if I can get a little advice on what might be wrong with my motor without spending lots of money to get it figured out. I know that it is a 1987 Johnson Evinrude 28hp. We have taken the boat out 4 times prior to this last and it ran well ( the reverse was weak ) Now it started, but the flow from the (the guy at the marina said it was called this) pee hole? quit and now the engine just whines when we turn the key and it will not start. Any ideas? Thanks ~ Paula

Two different problems.
No water out of the tell-tale (pee hole) is and indication that the water pump is not working. The hose or block fitting could be plugged, don't run it untill you make sure the cooling system is working correctly.
Engine whine, if the starter is just spinning and not engaging the flywheel, try srraying something like WD-40 on the starter shaft and see if the starter gear will move on the shaft, shaft could be gummed up.

I am trying to disconnect the shift rod, but I can not find the bolt or pin that holds it in place? Any ideas. Thanks ~Paula

Look about half way up on the starboard side of the exhaust housing, there is an ovel shaped plate, remove the plate and the shift rod connector is inside. Remove the lower screw completely out of the connector, there is a slot that the screw goes in so it has to come completely out.
