1987 Johnson 90 hp tilt/trim problem

Troubleshooting a problem in the power trim system, I have the shop manuel, no ohm meter. Taking the winter covers off , charged up battery, ground cable on, as positive cable attached motor immediately starts to raise. I disconnected the raise/lower switch under the console, (Boston Whaler 17'). Apply power, still rises. Checked all connections, look good. The local Johnson dealer says replace relay #0586224, even thought I told him I swapped relays, no change, old or new relay. Electric pump motor replaced about 5 years ago. Suggestions ??

Is there only one tilt/trim switch on the boat ??
