1987 Evinrude 15hp starving for fuel

I have a E15RCUD 1987 Evinrude that starts fine then begins to slow down and I have to keep using the choke to keep it running. If I put it in gear and give it throttle it runs fast for a few seconds and then acts like it run out of fuel. The only way to keep it running is give it choke and even then it will die. It ran great last Sept. but now it won't. I cleaned the Carburetor and installed new needle and seat and gaskets. It's the newer style carb and has the newer style fuel pump that works off engine pressure with an extra line to the engine. Does it sound like the fuel pump? I am at a stand still.
 
I had a similar problem a few years back. THe boat would get up on the plane for about 30 seconds then start to miss and idle down. Tried evertying fuel related pump, line, power pack etc. it ended up being a heat sensor that was on the blink.. it was preventing the motor from keeping the revs up for too long. didnt cost too much to
fix.
 
I tryed the motor when running and squeezed the bulb while it was running and it made no difference so I am thinking its a bad pump, I ordered a pump kit hope that makes a difference. If not don't know what else to do. And if that does not fix it I don't have a clue. The only way to keep it somewhat running is play with the choke and it seems to keep running when it keep pulling and adjusting the choke. Seems to be starving out of fuel. It starts easy and idles nice but then starts starving out.
 
If squeezing the bulb makes " no difference " then the pump on your motor is working just fine !------If you have to keep using the choke there is something amiss in the carburetor !

Just so you are clear, when you squeezed the bulb, was it at a time when the motor wanted to die? Squeezing the bulb when the motor is running well should not cause any change, at any time.

What racerone was asking you to do is become a manual fuel pump. If your fuel pump does not work, you can just keep squeezing the primer bulb, about every 10 seconds or so and what your are doing is "manually" pumping the fuel. If the motor, that was about to die, revives, when you pump the primer bulb, then it indicates that you have a fuel pumping problem. If the dying motor dies when you pump the bulb, then it is most likely a carburetor problem.
