1987 Evinrude 150 hp xp losing power

I have a 1987 evinrude 150 xp with the vro disconnected. I had all 6 carbs rebuild last season which corrected my idle problem but then after a short while I developed a new problem. The motor will cut out at 4000-4500 rpm's. I can get it to run at those rpm's only for short period then it cuts out to 1000 rpm's, I throttle it back up and it cuts out, I leave the throttle forward and the motor tries to get back to high rpm's but keeps cutting out, feels like its surging, for lack of a better word. Very frustrating, can't get around the lake once without this happening.
I have little outboard experience, where do I begin?

Fuel bulb going flat? Does pumping it help at all? Any sign that the engine is overheating?

Sounds like a fuel starvation issue to me. If it were mine, I would take a new 6 gallon can with fresh fuel and a new fuel line/bulb assembly out with me and see if that cures the problem. If so, I would look replace all of the existing fuel line, filter, and check the tank vent and pick-up.

Temporarily remove the Black/Yellow wire from the back of the ignition switch. If this cures the problem, replace the switch.

Note: With the above wire (kill circucit) disconnected, it will be impossible to kill the engine by turning the ignition switch off. Careful with the wire when you get ready to reconnect it as running the engine will load it with a shocking charge, not deadly but shocking.
