1987 70hp evinrude vro will not start

i went on vacation recently and while out on the lake my motor would not start nor would my tilt and trim motor work. i at first thought it was batteries but after inspection found that both batteries were fully charged. i then changed out the solenoid and that did not work. when i turn the key it does not turn over at all, and when i hit the tilt and trim switch it just buzzes alot and does nothing! i am at a loss here and would appreciate any insight. Thanks!
 
well i tried the fuse and that did not work. i also unplugged the main wiring plug and checked for any corrosion and did not find anything. i did notice when i hit the tilt and trim switch there is a buzzing sound coming from the top of the motor. after finding the source of it looks like a small electrical box right in front of the flywheel with 2 sqare things in it that look like plug ins of some sort. Any ideas on where i can go from here?
 
If the fuse was faulty, you would have no action at all. Your problem is that you have either a loose cable somewhere, OR (and most likely), a tight but dirty cable conection at some point (voltage drop).

Remove all cables/wires associated with the electric starter, including the battery terminals, solenoid connections, ground at the powerhead, everything. Clean the cable end terminal thoroughly and also the components that the cables/wires are attached to. Tighten them all when clean with a wrench or pliers... not your fingers if a wing nut is encountered.
