1987 70 hp johnson carbureator problems

I have this 87 70 hp evinrude it has good spark good compression 120 on all cylinders it sit up for a while couple years.I took carbs off and cleaned them twice. because it would run good but when you put it in the water it would just die as soon as you put it in gear. but on land it would run fine. the second time I took it off and cleaned it I soaked it in carb cleaner for 4 hours, i ran a small wire thru the tube that goes up int top of carb it seemed like it was clean. I noticed when I waas in the water with front off car that it was spitting some gas from top carb an bottom one. also you have to choke it everytime you start it in the watewr even though its warmed up. can someone tell me what to do. i also put new needle and seat in it.
 
I did replace one coil because i used one on another motor. but couldnt tell any difference , I checked fire, it has a good spark but its not that blue, lighter color looks a little weak but it will jump 7/16

you can have a good looking spark, but, it will be weak. and under load it will totly give out.

hows your float hight?


can you rev it out without it being in gear?

I had this EXACT problem with an '82 75hp. Once the engine is warmed up in the water try applying choke as you put it in gear. Also, with the boat securely tied to a dock have a friend put the boat in gear and take two fingers and stick them in the throat of the carb (choking it). If this increases the revs on the engine its a carb problem. Check the small circular gasket that goes over the tube in the gasket. My was crushed slightly and I believe shrunk over the years it sat unused.
