When you put the lower unit back on did you align the tube correctly? And was it pumping before you changed it?

Pull the lower unit and blow air up the copper water supply tube. You should get some air blowing out of the telltale as well as dumping out the bottom of the motor, into the center section. After that you can hook up a hose to the tube and flow water to see if you've got good circulation thru the powerhead.

BTW make sure to inspect the impeller, it's possible the impeller drive key got pushed out when you installed the impeller on the driveshaft. Make sure the pump insert "cup" is in good shape and is not scored or otherwise damaged. Same for the stainless pump plate. Make sure the intake isn't plugged, it ain't gonna pump if water can't get in.
