1987 4hp Johnson remove engine cover

I cannot loosen the top bolt on my 1987 4hp johnson outboard. Is there a trick?

Model number is ?----That might be a screw for the recoil.----Do not remove it.

Any tips on removing the cover? I just want to fog the cylinder s. I just bought this motor

??----I would just put some extra oil in the tank.----Idle for 10 minutes.----Shut off fuel to carburetor.-----Let it idle till it stops.----Store motor in the running position.----Winterizing is complete.
