1987 150HP Mariner Power issue

"Help please... My engine star

"Help please... My engine starts fine, idles fine, but won't get me out of the hole. I can't get over 2000rpms. I had it looked at last fall. They cleaned the carbs, put in a new water pump and impeller. The problem is exactly the same.

It all started after about 20 minutes of pulling my 9 year old on a tube.

Any Ideas???
