1986 Mercury 75HP HELP!!!

I need advise. My Mercury 75HP outboard only starts when I prime the bulb, wide open throttle, choke when starting. A bunch of smoke comes out when it eventually starts then no smoke. It won't go above 3000rpms at full throttle. It will eventually die. What may be all causes no matter how stupid it may seem. Yes, I do have full tank of gas.
 
flooding carb

with engine off, pump fuel bulb, look down each carb and see if the fuel is dripping out while you pump the bulb.

do a compression and spark test if there is no fuel dripping
 
thats one possibility, pump the bulb and see if it will keeep running, continue the pumping action. Lets not go to 3000rpm though. Is the tank vented, check the pickup tube in the tank for cracks or a plugged line, borrow a tank from the neighbor.
 
your first post sounded like the engine was flooding, since it would only run at 3000rpm. This is also possible if the fuel pump gasket is ruptured. It can pump gas into the engine instead of 2 it. They are cheap and are easy to rebuild, have a look....jb
