Just replaced the trim/tilt mo

Just replaced the trim/tilt motor and tilt outlet tube but motor won't tilt or trim. Trim/tilt motor is running. Trim rams move by themselves but won't push motor. Any suggestions?

I may have done incorrectly (don't work on boat myself all that much). What is your recommended procedure?

add fluid
use man

trim it up

use manual relief valve to let down
repeat 5 times
