1986 9.9 serial number 0A945913 no start

After trying many possibilities, no start. Not even trying to start.
with new piston rings , now have 75 psi and 70 psi. no scoring in cylinders, piston skirts looked good.
took new plugs out and poured gas mixture, plugs right back in - nothing
kill switch disconnected or hooked up- same
replaced the switch box with units made in china. have spark in both cylinders.
tried switching power wires to coils, no help
used coils, same. Flywheel weights not cracked and looks good
used trigger, used stater, cleaned grounds. Tried other spark plugs- no help
went through the carburetor again. looked good, no trouble found - accelerator pump squirts fuel
used reed valve assembly- looks in good condition.
do i need a powerhead for this at 70 and 75 compression just for it to start ?
what am i missing ? I do have another switch box coming- new and a Mercury part.

Your compression is to low.
New 125 psi
AT 90 its in trouble

I would pull the head and see what you find

Is it a 2 stroke or 4 stroke?----If it is a 2 stroke , there may not be a cylinder head on this motor.

at first i had 65 and 70 in cylinders . then totally dismantled the engine. No ridge in cylinder wall, cylinders did look good. Purchased new piston rings. Gap was minimal. broke the glaze carefully in the cylinders with bead hone. Totally back together and still no fire. 70 and 75 psi. pulling the rope hard with a total of 5 times.

yes it is a 2 stroke. I saw a power head for 250 a few weeks ago on Ebay.

Sounds like a good deal.----If it does not work out you will have lots of spare parts.
