1986 28hp Evinrude no power

engine starts and idles fine revs high in neutral but has no power in gear. has run well a couple of times since rebuild of carb and new fuel pump after sitting for 15 yrs. any ideas ?

Check compression and check spark with a spark tester able to jump 7/16" gap, may be running on one cylinder only.

checked compression an spark was fine.....pulled plugs cleaned both an it runs the same

it idles fine....when put in gear under load it doggs out

Do a cyl drop test on it and see if it's running on both cyl's.
