1986 200hp mercury outboard low rpm missing cylinders

I hope someone can help. I recently had my carburetors rebuilt on my 86 mercury 200hp outboard. It starts easy but when in the water it stumbles and misses real bad like its running on 3 cylinders. Mid range and top end are perfectly fine.it always ran fine but since the carbs were rebuilt it started doing this. I just had them rebuilt because they were leaking gas. Has anyone came across this before?
