1985 Mariner 50 won't start

My buddy and I have a 1985 Mariner 50 that is giving us a fit. The motor has sat for about two years prior to our possession without running. First off we know the motor will run and has good compression since we have had the motor out on the water and it has ran great. BUT now the motor will not even hit a lick. When the motor was running it would run great for several minutes then die out. We suspicioned it being a fuel delivery problem so we replaced the primer bulb and gas tank. Then we replaced the diaphragm pumps on the carbs along with rebuilding the carbs and cleaning them. After that the motor would not start but did not have any spark. So we replaced the stator and now it does have spark but still won't start. When we turn the motor over there is some black oily liquid to come out of the lower unit. It's too thick to be gear oil but I am not It sure what it is. Anyways I know it's getting spark fuel and air but I'm still confused as to why this motor is not running. Any help would be much appreciated. Thanks
 
the oily stuff is probably unburned but compressed fuel...i would check the compression and make sure the fire will jump 7/16 inch...seeing a plug fire when you are grounding it dont tell you much...
 
What's the best way to see if the plug will fire 7/16 an inch? I don't have a compression tester to check compression but I'm very sure it has plenty of compression since it has ran very well
 
I just got mine running same year make.. Had to fiddle with carbs a quite a bit. In and out 3 times. Started with carbs open 1 turn then made 1/8 turn increments until it started. Prior to that did the carb kit, fuel lines, fuel tank bowl. Mine seems to run best with the idle volume screws turned out about 1 1/4 turn.
