1985 mariner 150 will not pick up water -- overheating

Hello, I have a 1985 Mariner 150, IT is not picking up water through the tell tail. I have replaced the impellar, all the gaskets in the housing, and the sleeve. When I run it with the muffs on it will get water through after I get rpms up to open up poppet but when I get it on the water it will not pick it up. I am stumped to what it might be. any suggestions will help. Thanks. Also I have tried it with and without the thermostats in to see if that might be the problem.

Key that locks impeller may be missing.

no its not the key. I just checked. thanks trhough. I just can figure out why it would work with muff and not running on the water.

Straighten out a coat hanger and snake it thru the telltale hose beginning at the engine port where the hose connects. Mine did the same thing. Turned out to be a spider nest.
