"I have a 25 hp outboard that will not top out. If i constantly operate the primer on the motor it reaches max rpm's untill i stop priming. If i pump the primer bulb on the hose there is no difference in the way it runs. the carb apears to be clean inside and out and since the primer on the motor pulls gas from the float bowl, I have temporarily ruled out the fuel pump. any suggestions out there?????"
 
You must dismantle the carbure

You must dismantle the carburetor in order to make sure it is clean.The high speed jet in the bottom of the bowl is the likely culprit.Remove the plug on the bottom of the bowl and the high speed jet can be removed with a 3/16" shank screwdriver.
