1985 Evinrude 30hp issues

I recently acquired a 15 ft skiff with an '85 Evinrude, model E30ELCOA. The one major issue i have is the keeper grommet on the rod that extends from the upper unit to the lower unit to control shifting. It was missing when i got the boat, i now have the part, but am a little unsure of how i go about installing. If anyone has any input on this area i would greatly appreciate it, so i don't blunder it up further. Also, this is a 2 stroke engine, and the prior owner was running a 50:1 ratio, but there is a sticker on the engine that says 100:1. Any input on that area as well, and what i should run? Thanks to anyone who reads this, i don't want to mess up my only salvation from my dreary existence.
