1985 Evinrude 140 one cylinder won't fire

Hello everyone, I've got a low hours (300 hrs) 85 Evinrude V4 looper 140. The engine will run and idle (roughly) on all cylinders but the bottom port side. I've determined that there is spark. I get a 10mm jump easily. I can also determine that there is fuel at the plug. I figured it may of been wet fouled so I replaced all of them as well. Compression test shows 130lbs in the cylinder. Pulling one of any of the other 3 wires while running will stall the motor.

What I've done:
-Replaced all coils and wires with new
-Replaced all plugs
-Rebuilt all carbs
-Swapped carb from a working cylinder
-spraying wd40 in the bad cylinder carb while running will bog motor
-cleaned grounds for power pack
-ordered new power pack (it'll be here 7/21)

Can you guys think of anything else I may be missing? Im 11 months into this boat and have not gotten it in the water yet. Summer is burning here on Long Island and I'm itching to splash this thing.
 
Which carburetor are you spraying WD40 into ?-----Looking at the intake manifold is it the lower on the left ?-----Have you looked into crankcase compression issues?
 
Looking at the manifold it's the lower right carb and associated cylinder that is giving me a problem. And no, I have not checked crankcase compression? Not sure how to diagnose crankcase compresssion.
 
Lower right carburetor is for # 3 cylinder I believe.------What happens when you spray WD into the lower left carburetor !
 
Thank you for your help Racerone. I was able to figure out the problem thanks to you. One of the little brass tubes (the shorter one) coming up from the bowl was clogged. Cleaned it out and all cylinders are now firing. Also, installed a new power pack. The old one was 32 years old so, it was time I figured.
 
Powerpacks are not well understood.---Many are replaced as a last gasp guess at fixing a problem.------Keep the old one as a good spare !!
