1985 75hp Mercury lower unit

How should the shift follower be set when I slip the prop shaft in the gear case. My problem is once I get everything set and reassembled I have neutral and forward, but no reverse. And it seems to me like all the gears are in very good shape I'm wondering if it's a shift follower issue.

Did you try getting reverse with lower unit off the motor ?-----Sorry --I cannot see how you are testing this.

Yes, I shifted it on the bench...it shifts into forward and back to neutral, then it shifts into reverse but the prop shaft won't engage in reverse.

When rotating the shift rod CCW it takes extra effort to compress a spring to get reverse.
