"my mercury started having problems the first time i took it out this year. first thing i noticed was the was a knock under load at 1/3 throttle or more , then the top speed was about 10mph less than prior seasons use(down to 34 mph from 43 mph), then more recently noticed fuel leaking the carb area inside the case and also int airbox. just hoping someone has encountered this before and has any suggestions."

It sounds like you have some trash keeping the needle from seating in the carb or a slim possibility of a bad float. You need to rebuild your carbs. Check all the fuel lines first to be sure none of them are leaking.
