1985 25hp Merc. Engine "Rumble"

I'm having a hard time putting my issue to words, but hoping some of you can relate to this problem.

My 1985 25 hp merc starts fine, but when I go to accelerate the engine it has a "rumbling" sound and shakes somewhat at low idle up to about 10 mph. When I increase the throttle to go faster, it still rumbles and the rpms dont catch up for a few seconds. But then as if there is a turbo blaster in the thing, it takes right off and runs great at high throttle. When I bring the throttle back down the engine begins to rumble again and eventually it stalls out.

I just recently replaced the gas with ethanol free gas, and gas was leaking out where the plastic fuel bowl and carberator meet. I replaced the gasket (hand trimmed one) but discovered the fuel bowl was warped and couldn't get the seal. I then sealed the outer edge using JB Weld (the parts are obsolete now so went ahead and sealed it). Anyway, it no longer leaks. I checked the float when I had it apart and it seemed fine.

Any thoughts on why its rumbling at low speeds? Could it be the change in gasoline, where I need to adjust the idle screw or something? Sorry I couldn't describe my problem better, but maybe someone had a similar experience and could offer some advise. Thanks.
