"Help!! Been through the carbs

"Help!! Been through the carbs,new fuel pump diaphram and new plugs. It will idle great but only gets up to about 1200 rpm @WOT.Got compression,got spark got fuel.Any ideas? Also anyone know how to time one of these."
 
I went ahead and emptied old t

I went ahead and emptied old tank out there was a little water.Installed a water seperator. I pulled fuel pump back apart and noticed a valve in there that doesnt move freely.Dont know if this is it or not.The only thing left is to check the timing.Does anyone know correct degrees for timing?
 
When should the timing start t

When should the timing start to advance when you throttle up.I noticed my throttle is about half way down before timing linkage begins to move.

Is there any possibility the exhaust may be clogged?This boat set up for three years and cranked monthly.When in a barrel or river you can see exhaust bubbling.It did have a carbon type prop on it but it spun so now I have a 13.25x17 alum prop(recommended size).I thought maybe the other flexed too much and caused low rpms.Dont know just trying to get it going to take my family fishing.
