1984 Mercury 3.5hp 2 cycle

Dear Forum,

I own a 1984 Mercury 3.5hp 2 cycle engine, serial number 6298133. After replacing the water pump and reassembling lower unit back to upper portion I noticed the shifting into gear, only two choices, neutral or forward, seems erratic. I had the motor in neutral when removing the lower unit and reassembling after the water pump install. Should I have had the shifter in forward gear? Can someone tell me how to rectify this? If I drop the lower unit again should I do so by first moving the shifter in forward or removing it in neutral position and then putting the shifter in forward and then reinstalling the lower unit with shifter in forward position? Please advise.
 
That's the peril of doing it in neutral--a tap and it can jump into forward on you.

I recommend trying it again, this time with both in forward.

Thanks Jeff, should I first shift the motor into forward then drop the lower unit? I am guessing I should first drop the lower unit, then shift the motor into forward with the shifter lever and then reassemble the lower unit to the upper portion?
