1984 Johnson 60hp outboard

Hey guys I have a 1984 Johnson 60hp. I just bought the boat and I took it out and it ran great. The only flaw is that it would not idle high enough to stay running, so I thought id try to adjust the idle. However, I was adjusting the control cables instead. Does anyone know how to readjust these to where they were? After a few more times taking the boat out, it wont go full speed. It usually will push my boat 30-32 mph. Now it will only go 10-12. I bought a new powerpack and put it on, but nothing changed... Any ideas on what to do next? I really want to get it running before the fall fishing picks up. it Is a 2-stroke and has 2 carbs, an upper and a lower. I took the carb cover off and while running, I sprayed cleaner in the carbs. When I sprayed carb cleaner in the top carb nothing happens, but when I spray carb cleaner in the bottom it tries to kill the motor. Also I took the spark plug out of the top and it started without a spark plug in it. It was blowing water out of top spark plug hole. Is this normal? Let me know if anyone has any information for me or if you need to know more about it to diagnose. Thanks for any help, it is appreciated.
 
Sounds like it is only running on one cylinder.------Start your trouble shooting with a compression test !---Report the numbers.------Then check to see if you have spark on the top cylinder that will jump a gap of 7/16" or more.---Buying new parts without testing gets very expensive.

How do I check for spark on the top cylinder? I do not have a compression tool either. How much is a compression gauge?
 
You need to fabricate something with a 7/16" gap.---Piece of plywood and some old sparkplug wires will suffice here.----Compression testers are about $40.00.
