1984 Johnson 50hp Starts in Gear After Swapping Lower Unit

Hi there, first time boat owner. I just swapped the lower unit on my 84 Johnson 50hp. With my shifter in neutral, it starts up perfect but the motor is in gear. Then when I move shifter to forward or reverse, the motor won't change gears.

Is an adjustment needed of the shift linkage or could the shifter rod on the lower unit be in the wrong starting position?

First check shift rod height.----You did check it I hope?---And does the unit shift properly when it is off the motor?----Where did you get the replacement ?
