1984 Johnson 40 no WOT

I recently got a new to me starcraft aluminium boat with a Johnson 40 model J40ECR. The problem is with the control pushed full forward I don't get WOT. It's more like just under half. I tried numerous times to adjust it at the motor but no luck. I am thinking it may be in the controls. Any help is appreciated.
 
Have you looked at the throttle linkage and the carbs to see if they are opening all the way. What is the compression and have you done a cylinder drop test. It sounds more like you are running on one cylinder.
 
It's running on both cylinders but the throttle is not opening all the way. I would post pics but new here and don't know how.

This pic shows the butterfly almost half open at full forward.

I know it should go further open than this. The boat does not have a tach and it has good compression. This is a linkage issue or control issue.
