Difficult to start. It will usually hit a few times and then shut down. If it does happen to start, it will shut down when it is put in gear.

I have installed new spark plugs, cleaned the carburetor, checked the timing, replaced the primer bulb and gas lines, and checked
the compression. The fuel bowel on the carburetor is filling up & the spark plugs are firing.

Also I recently replaced the power pack with a used power-pack.

Can someone tell me what I am missing?

I am not a mechanic and this thing is about to drive me batty.

It could be a weak spark so try this. Pull out both spark plugs and make a spark gap tester use your imagination but get a good hot white blue spark at least 7/16 inch. If the spark doesn't check out then we will go to diagnostics.
