1984 evinrude 40 hp shift rod height

Shift rod height for similar era motors seems to be 20 29/32, but that is too short for the offset to fully clear the bottom of the case. Anybody have the spec for this particular motor?
 
Well-----That is the correct dimension to set it too.-----It MUST be set to that.-------Or you have the wrong parts.----Wrong understanding of how to set this !!
 
I'm not replacing the old shaft, so I must be measuring it wrong. I am measuring from the surface of the lower unit where it mates with the middle unit.
 
You measure with it in neutral.------Measure from lower unit surface to the CENTER of the pin hole.----Set it to that.---Do not change the setting after that !!
 
After staring at this more, I suspect the problem is that the shift rod connection issue is due to the faxt that the engine case is to far forward, thus not giving the shift rod enough room to connect to the linkage. I can rock the motor forward a quarter of an inch to free up space, which now makes me think my rubber mounts are worn, and binding the shift rod, and causing my shift into reverse issue, the starting point for this whole adventure. How much back and forth play should there be? Do I have to lift the engine from the xase to replace the rubber mounts?
 
First off, thanks for your patience. The offset is facing back. Here is a photo with the shift rod and shifter in neutral, without the connector. IMG_0352.JPG
 
There is a part missing in your picture.----A part that does NOT need to be removed in order to disconnect the shift rod.
 
Right. The prior photo does not include the connector between the shift rod and linkage shaft on which the connector rides. Here are two new photos. The first one shows the connector detached,IMG_0353.JPGIMG_0354.JPG but in front of the shaft and shift rod to illustrate how the shift rod is too close to the shaft to reattach the connector. The second photo shows how much better things line up if I rock the engine forward from its static position, which is what led me to believe something is wrong with my mountings.
